Richland Records by Custodian

No single office controls the full Richland record system. A city file belongs with Richland, recorded land instruments belong with the Benton County Auditor, and filed pleadings belong with the court that heard the case. Washington law also sets special rules for voter and vital material. The quickest access route is therefore based on who created or keeps the record, not on the name of the person in it.

Some material is withheld or narrowed by law. Sealed cases, adoption files, confidential identifiers, protected voter addresses and some juvenile material are not ordinary web results. Current vital certificates have eligibility rules. An index may also reveal that a record exists without displaying the image. Those boundaries require a focused inquiry to the keeper rather than an attempt to route around a lawful restriction.

Washington Rules for Richland Records

The Washington Public Records Act, chapter 42.56 RCW, applies to state and local agency records tied to government work. Any person may ask for an identifiable existing record. Inspection is free. A written request should name the record series, likely department, date range, person, address, incident, permit or other known identifier. An agency does not have to answer a research question, build a new list or create a document that does not exist.

RCW 42.56.520 gives an agency five business days to produce the material, provide a link, acknowledge the request with a reasonable estimate, seek clarification or deny it in writing. This is a response deadline, not a promise that every production will arrive in five days. Time may be needed to locate files, notify an affected person or review exemptions. Productions can arrive in installments. A denial must cite its legal basis, and RCW 42.56.550 permits Superior Court review.

Courts follow a different lane. Filed case records are governed by General Rule 31, while judicial administrative records use GR 31.1. A PRA submission to Richland cannot compel the Benton County Clerk to supply pleadings. Send the request to the filing court and use the case number whenever possible.

Note: Describe a record that already exists; asking an office to explain events or compile new data can delay a useful response.

Richland Records Portal Requests

The City of Richland request service handles city-created administrative, fire, police and permit material. Its portal accepts submissions, tracks status, takes payments and delivers responsive files. Free city repositories for agreements, budgets, agendas, ordinances, maps and planning material should be checked first. Permit records use EnerGov, although copyright-protected plans are not supplied through that portal.

A good portal description states the request type or department, the exact existing record sought, and a narrow date range. Add a person, street address, incident, case or permit number when known. Contact and account fields support notices and delivery; a preferred electronic format can reduce copy charges. An attachment can show a sample form or map. The offline fallback is the City Clerk and city records officer at Richland City Hall, 625 Swift Boulevard.

Richland Record Copy Charges

Richland publishes the default copy schedule allowed by RCW 42.56.120. Paper copies cost 15 cents per page, scanned pages cost 10 cents each, and electronic files cost 5 cents for each set of four. Electronic transmission is 10 cents per gigabyte. The requester also pays actual media and postage costs. A customized electronic service can be billed at actual cost after advance notice.

Totals of $1 or less are waived. The city accepts eCheck, Visa or Mastercard credit and debit cards, PayPal, Venmo, cash, check and money order. Card, PayPal and Venmo payments add 2.75 percent. These are copy and transmission charges, not a general charge to inspect a record. Asking for an electronic production and limiting the date range can keep the amount low without losing the needed file.

EagleWeb Opens Benton Records

The Benton County Auditor EagleWeb index covers deeds, liens, plats, recorded marriages and other instruments. The index and published web images are free, but web images are unofficial and privacy-sensitive instruments may be index-only. Cookies, JavaScript and an acknowledgement are required. Basic name mode expects the last name first. Advanced mode ignores word order and supports a plus sign for required terms, a minus sign for exclusions and an asterisk as a wildcard.

“Find Related” can follow an instrument that references another document or shares a legal description. A grantor gives or transfers an interest; a grantee receives it. The reception number is the Auditor's unique filing identifier. Those terms help separate people who played different roles in the same land record.

Older Richland Recording Trails

Records before EagleWeb do not vanish. Historical Auditor index PDFs cover 1906 through 1970 or 1971. Use the year, book and page found there to order or view the instrument. The Washington Digital Archives adds Benton plats and surveys from 1906 forward and recorded marriage certificates from 1905 through 1995. Some images remain restricted.

Geography changes the fallback. Benton County was created in 1905 from Yakima and Klickitat counties, so an earlier Richland-area land trail may sit in a predecessor county series. Prosser is the county seat, but many working counters are at the Benton County Administration Building in Kennewick. This split matters to family, heir and property research because the correct record may be older than both the city and the current county series.

Note: For a pre-1905 person or parcel, ask the archives about Yakima and Klickitat predecessor records as well as Benton holdings.

Richland Property Records and GIS

The Benton County Assessor Property Search searches the current roll and can connect an owner name, street address or parcel identifier with assessed value, sale history and legal description. A parcel is a mapped unit of land. Its situs address identifies the land itself; the owner mailing address shows where tax notices go. The two may differ, so neither should be treated as proof that a named person lives at the site.

The official record can also show parcel or Geo ID, use code, acreage, neighborhood, subdivision, lot, recording date, Auditor File Number, taxing district, exemptions and building facts. The county GIS hub adds boundaries, plats and context. Move the legal description or subdivision, block and lot into EagleWeb to find recorded parties. Contact the Assessor's Kennewick counter at (509) 735-2394 for a record card when the web portal is not enough.

The Treasurer's parcel page supplies payment and prior-installment facts, while annual foreclosure and distraint results cover 2018 through 2025. A tax or assessment roll establishes a dated official relationship to a parcel. It does not by itself prove present occupancy.

Richland Court Records Follow GR 31

Richland limited-jurisdiction matters are heard in Benton County District Court, not a separate municipal court. The free Washington Courts Case Search supports a court level, search type, court name, first, middle and last names, case number, or business name. Its result is a pointer. It is not the complete official file and should not be read as proof of guilt, identity or current status.

Benton Superior Court uses Odyssey. Anonymous users can see public case information, but they cannot view documents, and restricted cases do not appear. A docket is the dated list of events and filings in a case. Typical results include case number, court, title, participant names and roles, case type, status, filing date, hearings and docket entries. Confirm a same-name result with the court, case number, party role, filing date and actual file.

GR 31 bars a fee for courthouse viewing. Copies and certification may carry Clerk fees. Superior Court documents come from the Benton County Clerk, while District Court files come from that court. Sealed matters, protected family material and juvenile web restrictions remain record-specific limits.

Richland Vital Record Boundaries

Current vital certificates are order records, not a public name directory. Benton-Franklin Health District handles local birth and death certificates, while the Washington Department of Health handles statewide birth, death, fetal-death, marriage and divorce certificates. Certified birth and death copies require identification, proof of relationship or another qualified role under RCW 70.58A.530 and chapter 246-491 WAC.

The public may purchase an informational birth copy and a short informational death copy. Those are not the same as a certified or long-form certificate. The base state fee is $25, with added processing and vendor charges for some order channels. Washington Archives makes records public after 100 years for births and fetal deaths and after 25 years for deaths, marriages and divorces under RCW 70.58A.510.

A divorce certificate is only a summary. The decree and complete case file belong with Superior Court under GR 31. Washington state birth coverage begins July 1, 1907, while statewide marriage and divorce certificates begin in 1968. For an older record, use the Auditor index, Digital Archives catalog or a regional archives request.

Richland Public Record Counters

Online tools do not replace office staff when a document image is blocked, a boundary year is uncertain or a certified copy is needed. These counters cover the main city, recorded-document and court paths. Richland's city officer can help narrow a city series, but county and court files must still go to their own keepers.

The Auditor counter is open weekdays from 8:30 a.m. to 4:30 p.m. Mail copy orders need the Auditor File Number and a return address. Plain copies cost $1 per page. A certified document costs $3 for the first page and $1 for each added page. Staff research costs $8 per hour with an $8 minimum.

Request Richland Public Records Precisely

A narrow request is easier to route, search and review. First decide whether the file was made by Richland, Benton County, a court, a health registrar or a state agency. Then check the keeper's free index. An index is a catalog of record facts; an image is a view of the instrument; a certified copy carries the keeper's formal authentication.

1. Name the custodian. Choose the office that creates or maintains the existing record.
2. Check the index. Record any case, parcel, reception, permit or incident number before filing.
3. Describe the file. Give the record series, person or address, date range and desired format.
4. Track the response. Expect one of the PRA response choices within five business days for an agency request.
5. Review costs or limits. Narrow an estimate, pay valid copy charges, or ask for the exemption cited in a denial.
